Antwon Mitchell is a drug kingpin who, having been released from a lengthy prison sentence, tried to reinvent himself as an upstanding Black community leader out to aid the African-American citizens of Farmington. However, he has secretly secured power as the most powerful drug boss in the district, leading a gang called the One-Niners and secretly flooding Farmington with black tar heroin.
