The Council of Daves were the leaders of DedSec and were part of side missions in the Watch Dogs: Bad Blood DLC. Raymond "T-Bone" Kenney helped them when one of their members betrayed them. They also rejected Defalt as a member of DedSec. They wear masks that cover their entire heads in order to hide their identities. They also apparently have access to the CTOS as when profiled their information has been changed.
