The Fuse is located at the low voltage power room at the Substation. This is the necessary item to activate the cable car for leaving the Downtown. When checking the tram's tool panel with broken fuse, Jill Valentine can read the message "The Fuse is broken.". After setting the fuse to the tram's panel, it disappears from the inventory and appears in the slot, where the previous broken fuse was.
