After Kyoichiro is brainwashed into serving Shocker as Kamen Rider 3, Shinnosuke demands a 'speed showdown' between Shocker's best Riders, and him with the Tridoron. Shinnosuke states if he wins, Shocker will let Kiriko Shijima, Yuto Sakurai and the other Riders who were brainwashed/altered go, but if he loses, he'll surrender unconditionally. Apparently, Shocker uses a dirty tricks to win, only being countered by the remaining Rider resistance, Black RX, Faiz and Mach. The only two Riders who actually finish and place in the race are Drive and Rider 3, being in 1st and 2nd place respectively.
