Rick Baxter was an American businessman who was left injured after being caught in an accident at a construction site. As such, Baxter was rewarded with 2.1 million dollars which would be paid over twenty years but was killed by Milo Suskavcevic who then buried his body in a concrete block before taking over the original Baxter's identity. Baxter's body was later discovered by the Major Case Response Team who later arrested Tesla Suskavcevic for his presumed involvement in Baxter's death although Milo was later found dead after being killed in self-defense by one of his colleagues.
