Although the tribal summons for all able men to go to war can also be called "mobilization," it is not until modern times that the concept was formed of gathering a nation's full fighting force in a timely and organised manner. New technologies now allowed a state to have a rough count of all its men in fighting shape, of their experience (or lack thereof), and of course, of the weaponry available. Thus, plans could be drawn for a more rapid and efficient concentration of men, machines and armament, which, it turned out, is crucial for a modern, rapid war.
