The title and role was based on Konohagakure's own leadership system. Before the destruction of Uzushio, there was no true leader, just several villages on one land, willing to protect each other. After the reconstruction of the village, the elders decided that the village would need a leader, not just to makes decisions, but for people to rely on. The first Uzushiokage was chosen by the village's elders and the Eddy Daimyō. Shenron was appointed by the 1st Uzushiokage along with the Daiymō and elders.
