Rojas is a member of Cuban Intelligence, who has had Calvin Teal under surveillance for quite some time for his bull semen, which Cuba wants to use to produce high numbers of milk cows to help their country as well as third-world countries in the Caribbean. Rojas pressures Izzy Moreno, who knows Paco, the owner of one of Teal's tanks, to sell him the tank (or Rojas will have Izzy deported), later "tortures" Izzy (by hanging him upside down) until he reveals Paco was the owner of the tank, and gives Izzy a booby-trapped suitcase containing $300,000 to get the tank back. When that fails, Rojas then offers Teal $1 million for the tank, but Teal escapes with the money and gives Rojas an empty tank. Rojas was last known to be hunting Teal down for the lost money.
