Shortly before the Chrell invasion Tony Stark and Reed Richards designed and built the most high tech prison on Earth. It is located just off the coast of New York. The entire installation is completely man made and does not sit on an island such as Alcatraz did. Only the most dangerous of super criminals are placed here. Each cell is custom made for its intended inmate. The guards were highly trained and equipped with the most modern weaponry. After the creation of Vanguard by the U.S. Government the prison was placed under the new organizations jurisdiction. All of the guards are now trained directly by Vanguard and they report to the Director, who in turn, reports to the President.
