As icy as her name, Phoebe Frost was a Constable and later PRISM agent within the Caspian Democratic Union. She would be most active and instrumental in Caspia's dealings with the Sar Bares Flir and their constant acts of terrorism. Agent Frost would spend most of her assignments with Agent Lotus Blackpool, and the two would most often be sent on investigative or protective assignments of Caspian interests to such places as GDI-Star and the Kichnar Orbital Station.
