Executive Order 12958, "Classified National Security Information" §5.5(a) established an Information Security Policy Advisory Council (ISPAC). The Council was composed of seven members appointed by the President for staggered terms not to exceed 4 years, from among persons who have demonstrated interest and expertise in the field of classification and declassification of government information, and were not otherwise employees of the Federal Government. The President was to appoint the Council Chair from among the members.
