Robert Jamka was a Havenite citizen and an officer of the Office of State Security. Jamka was a sexual sadist who found great pleasure in raping and killing other people. Serving as People's Commissioner to Rear Admiral Genevieve Chin, he brutally murdered Missile Tech Third Class Caroline Quedilla and even made a recording of the crime for his own enjoyment. Some time later, he was himself murdered by a conspiracy headed by Major Khedi LaFitte and executed by Sergeant Ned Pierce as retribution for the murder of Crewman Quedilla. (HHA4.5: F)
