Marshal Anders is a US Marshal.He is a racist man who is trying to hunt down an Indian named Jack Lame Horse "just for being born", as he tells Charles. He tries to attack the Indian when he comes to bring them food, but Charles tackles him and by the end of the episode, Anders was willing to let the indian go. This implies that perhaps he will change his racist ways. (Episode 123: Survival)
