The T-29 EEMPE is assumed to utilize a combination of nuclear fission and thermonuclear fusion to build up EMP, which is stored until the weapon is fired and the EMP is discharged. Exactly how it does this is unknown, as is why Covenant equipment is largely unaffected by the weapon, while even EMP hardened UNSC equipment such as that onboard the Pelican is affected greatly.
