Joe was a neighbor of The Charmed Ones. He was seen in Is There a Woogy in the House?. He was attacked by his neighbor Paul who was throwing garbage cans at him after exiting the Halliwell Manor. Paul had been enslaved by The Woogyman. He was asked by Darryl what was going on and nearly got shot by a possessed Andy. Morris prevented this from happening however. Neighbor Joe was portrayed by Tait Ruppert.
