Time and materials (T&M) is a type of contract where the vendor is paid on the basis of (1) the actual cost of its direct labor, usually at specified hourly rates, (2) the actual cost of materials and equipment used, plus (3) an agreed upon amount to cover the vendor's overhead and profit.
