The Detention Taskforce was created by the Corporate Sector Authority when they realized they needed a solution to the criminal problem within the borders of the Corporate Sector. Initially, the Authority believed that crime would be no problem in their "model corporate society," but this view proved to be wrong and the Galactic Empire was uninterested in dealing with criminals violating Authority law. The conclusions of the Detention Taskforce led to the decision that those criminals considered unreformable—such as those who refused to adapt to a labor colony or change their ways—required a permanent penal facility. As a result, Stars' End prison was approved and constructed on Mytus VII.
