The Imperial Confederacy was a breakaway faction of the Galactic Empire. It was the brainchild of Grand Moff Tarkin who knew that whoever controlled the Death Star would be the most powerful person in the Galaxy. Instead of eliminating the Rebel base on Yavin IV, Tarkin made the Death Star come out of Hypserspace near Coruscant. He informed his fellow Moffs who agreed with his plan, and he went a head with it. He used the Death Star's superlaser to be used as a concentrated beam which he could destroy the Imperial City with and become the new Emperor. The plan went ahead, but Palpatine escaped Coruscant at the last minute and escaped to Byss. Tarkin retreated to Eriadu and contacted several other high-ranking Imperial officials to meet with him.
