Black Paper is an infamous, underground organization known around Pioneer II for performing heinous criminal activity around the city and on Ragol. Although they engage in illicit activities more often than not, they also act as a helpful aid to anyone that may be fighting against the military. Their strict stance against any and all military activities led to the brief recovery of Ult from military hands in the Soul of Steel quest, as well as their dispatching some of their highest ranked soldiers in order to help save Rupika from mutating completely into the sandworm, Saint-Milion, in Blue Burst.
