Stephen "Steve" Banks is a Level Designer and Mission Programmer of the first two Grand Theft Auto games. He was the designer of the Residential District in Grand Theft Auto 2. He left DMA Design in 2001 and decided to go to Real Time Worlds along with William Mills and Billy Thompson. Outside of DMA, he did the design of Digital Illusion's Rally Masters: Race of Champions, was an assistant producer for Motorhead, but also worked in Sheffield-based Gremlin Interactive and in another company called Warped Minds.
