Jose Silva was a Lance Corporal in the United States Marine Corps who was suspected of being a gang member and who was with Private First Class Martin Reggio when he was shot dead by members of the LVM. As a result, First Sergeant Ryan Downing found out about the shooting and yanked Silva's leave, restricting the young Lance Corporal to the base while going to the meeting in Silva's place. However, after telling NCIS what he knew, Silva was found innocent.
