The First Office of Special Projects was an office building area, presumably located at the back of some business in downtown Los Angeles with the building itself serving as the main operations center for the Office of Special Projects, a top-secret division of NCIS where the agents assigned to OSP are experts in undercover work with the unit itself harboring the latest in cutting-edge technology. OSP's existance is so secretive that only a handful of NCIS agents including Leroy Jethro Gibbs from Washington D.C. know of its existance.
