Heggel was a Human male who served in the Imperial Navy during the Galactic Civil War. Shortly after the Battle of Yavin, Heggel held the rank of Admiral and was assigned to command the Trax Sector Group. Concerned about Alliance to Restore the Republic activity throughout the Trax sector, Heggel confronted Commander Resner about what he was doing to combat it.
