Wandering heroes are unemployed adventurers which can be recruited into your party. They can be recognized by their light blue foot circles. If you click on a wandering hero, a window will open similar to the one when starting a new game. You can customize the hero in a similar fashion, then click the "Accept" button to add him/her to your party.
