Fisher was a Havenite citizen and an officer of the Republic of Haven Navy. Holding the rank of Admiral, he was in command of a task force in the Second Fleet. He joined the rest of the forces commanded by Admiral Lester Tourville in preparation of the Battle of Manticore. (HH13)
