The weakest Gym Leader is Lt. Surge, an electric-type Leader. His Pokémon are regular form Rotom, Vikavolt, Electrode, Stunfisk, Magnezone, and his ace Raichu. He gives out the Thunder Badge to those who manage to defeat him. He is voiced by Fumihiko Tachiki. He was one of the three previous Gym Leaders to survive the Kanto Type Specialists Tournament, where he was ranked #12. His Gym was relocated after an explosion from an Electrode destroyed most of it.
