Operation Hotspur was an operation initiated by Jonathan Archer in order to gather information about Romulan military movements. The operation was named after Hornblower and the Hotspur. Archer had Doctor Phlox carry out the plan by talking to the crews of all the ships the Enterprise encountered and subtly asking for information. (ENT - The Romulan War novel: To Brave the Storm)
