Tom Trembly was the brother of Quiver Trembly and a nephew of Shaky. He was a thin, bespectacled man with dark hair who shared his family's trait of shaking. Tom was a political activist/terrorist who had been arrested for plotting to blow up a school with dynamite. His lawyer was unable to arrange his release, which prompted Quiver to take matters into her own hands. She visited Tom in jail, and he expressed confidence in her abilities. According to a later Rogues' Gallery entry, Tom was tried, convicted, and sentenced to a term in the penitentiary.
