Numbuh 513 is an operative at the Sector E in England. She's commonly referred to as "Scarf Girl" because she can use her scarf as arms like Doctor Octopus from Spider-Man. Her scarves also reference the Fourth Doctor's long scarf from Doctor Who, as well as the offering off candy to others. She only appeared in Operation: E.N.G.L.A.N.D..
