The Governor's Phalanx Anti Missile is omni-directional, and prior to the introduction of the Seraphim Ithalua, it was the only Tier 2 ship with long-range cruise missiles, which makes it capable of dealing significant damage to priority (albeit, stationary) targets from long range. This can be extremely useful in attacking shorelines from a safe distance, especially when paired with the Bulwark, as this protects it from any shore-based defenses. Furthermore, its range is equal to or exceeds battleships' main guns and has only slightly less DPS, making it all around a very good bombardment unit, though it should stay out of the direct fight due to the fragility compared to the destroyer.
