The Groovin' Pedestrians powerup causes all pedestrians on the level to stop on their tracks and start dancing, though animals are just limited to doing mixed movements. The pedestrians still scream when a car approaches, but because they can't leave their place, they have no option but to stare at the vehicle. This is an in Carmageddon: TDR 2000.
