The son of Charles Dean, a glass merchant's stock keeper and his wife Elizabeth, he was born in the parish of St Marylebone, and continued his assocaition with the area for the rest of his life. Mayor of St Marylebone 1924-25, member of the London County Council representing St Marylebone 1934-1946, Deputy Chairman of the London County Council 1945–1946.
