For example, a player using Critical Shot with a E5 Carbine that has an SAC of 100 will expend 16% of their Action and 2% of their Mind. On profession pages, SAC is listed as a pair of numbers (e.g. "18/4"). The first number is the Action cost modifier, and the second is the Mind cost modifier. Both of these numbers are percentages. If an ability's SAC cost has an asterisk (*) following it, then that ability always costs the listed Action and Mind regardless of the weapon equipped. Most "utility" abilities, like state recoveries and self-buffs, follow this pattern.
