Scott Matthew Rowe was a businessman in downtown D.C whose death prompted the NCIS Major Case Response Team to launch with a joint investigation with Andrea Sparr, one of the detectives from the Metro Police Department. It was later discovered that Rowe's murder was connected to a Naval radar that had gone missing from a warehouse.
