Temporary consulting committees were created at the discretion of the ExO and after consultation with the Executive Directorship Board of the Corporate Sector Authority from outside contractors and advisers. The committees usually lasted for around two years, but some had been in existence for decades. The committees were tasked with examining potential plans and projects and determining costs, benefits and drawbacks.
