This is the block where Herman Ferguson was sent to live as a halfway house from being released from prison. Due to a Block War in progress he was not safe here and was apprehended just by being found in the area the reason for Hermans next arrest was the he was hiding inside of a food disposal Robot somewhere in Heavenly haven so he was charged by Judge Dredd with tampering of city property because the Robot he was hiding inside of was owned by the city.
