Complete the mission "Last Requests" for Salvetore. Alternatively, you can spawn a tank (GIVEUSATANK) and type in the low gravity cheat (CHITTYCHITTYBB), turn the Tank's turret backwards, keep on shooting, and you will fly past the barriers.
