Carlos Delgado "Jeff" Jefferson, born and bred New Yorker, is a Field Supervisor in the New York office of the MCO, and a former member of the NYPD. He provides a lead in the Red Wing case. He is of mixed African American and Puerto Rican ancestry. In the Spring of 2007 he is assigned to work with Assisstant Director Larry Hines on Precognitives – Prediction Failure K4. This involves the inability of Precogs to see or understand the future beyond Spring 2008. Later he is named Director for Special Project A2007-014 Code Name Zulu.
