Professor Kazar was a brilliant scientist who developed a ring with a beam which caused its victims to dance frantically like madmen. Supposedly prolonged exposure to the ring could also cause death. Kazar was eventually beaten by the Canadian crime-fighter the Penguin (at that point dubbed "The Blue Raven") after he discovered that water negated the ring's power.
