This track plays after the cutscene where Chris Redfield hears Claire Redfield crying on the other side of the security door in the Antarctic Base. The title of the track is in itself a hint on how to activate the self-destruct system (which you have to do while the track is playing). The computer asks you to type in the code for self-destruct, and the player must type in VERONICA.
