Decision on whether or not the Adoption Act of 1996 violated the Chapter 2 Section 1 right to liberty of parents to have children. The Act disallows Washingtonians to have children while an orphanage in their parliamentary district still has homeless children. The Court decided that the Act was indeed questionable, but that it was in line with the Constitution as far as that it was in the national interest to provide homes to children without.
