Preis was an Andermani citizen and an officer of the Imperial Andermani Navy. In 1913 PD, he held the rank of Kapitän der Sterne (the Andermani equivalent to the Manticoran rank of Captain), and was the commanding officer of the superdreadnought IANS Derfflinger, making him Großadmiral von Rabenstrange's flag captain.
