Claudius Powlovich Kiev (クローディアス・パウロヴィッチ・キエフ Kurōdiasu Paurovicchi Kiefu?) is the emperor of the Ruzhien Empire and is considered a national hero for transforming the country from a small nation into one of the five great powers of Europa. He and his right hand men, the Four Commanders, and the Valkyria Brunhilde, are the main antagonists of Valkyria Revolution.
