The Thirteen was an organization of Jedi who split off from the New Jedi Order shortly before the Massacre at Ossus in 130 ABY. Believing that the Jedi Order was destined to lose to Darth Krayt's Galactic Empire, they flew to the obscure planet of Kluistar and stuck a deal with the Hutt crimelord Sibarra, who lived on the planet. Sibarra agreed to allow these Jedi to remain on the planet without alerting the Empire, as long as the Jedi agreed to drive off any Sith that sought to take an interest in Sibarra's business.
