Coutu was a Paradan, who in the 2370s, opposed his people's government, and thereby functioned as a member of the Parada rebellion during the Parada Civil War. During preparations for peace talks, Coutu discovered that the Paradan government was trying to sabotage the talks. He learned they had kidnapped Miles O'Brien and replaced him with a replicant whose mission was to assassinate the rebel delegation at the peace talks. Coutu alerted Starfleet and helped foil the plot. (DS9: "Whispers") Coutu was played by Philip LeStrange. His name comes from the script.
