Parole Officer Oscar Gustioz was an Escobaran who served the Cortes Planetaris de Escobar. He was sent to Barrayar to retrieve Enrique Borgos, who was wanted for fraud, theft, failure to appear in court, and forfeiture of posted bond. The process of arriving with a valid arrest order at Vorkosigan House in Vorbarr Sultana on Barrayar in the Barrayaran Empire was long and tedious, with many bureaucratic hangups. In the end, he failed to acquire Dr. Borgos because he'd failed to acquire permission from a Voice of House Vorkosigan; he therefore returned to Escobar without his quarry.
