Chi Long is an ancient god of the Dragon Tribe. Long ago, Chi Long and the rest of the ancient gods were killed by Tian. Shen Yen had Xin Yue Kui revive Chi Long into a crystal body, so Shen Yen could use Chi Long as a soldier in his conquest of the Central Plain.
