In D/P you find Rotom at night (after 8 pm or 20:00) in the Old Chateau (The mansion in Eterna Forest), It is inside of the TV in one of the small bedrooms. (Note: Rotom is at lv. 25-30, this is a night encounter so Dusk Balls will work well here.)
