Pandro was an inhabited planet in the Garo VII system. This planet was the homeworld for the Pandronians, a warp-capable species. Prior to stardate 7403, the planet was discovered by the Federation. Upon the request of the planet's government, the starship USS Enterprise took aboard Ari bn Bem as an independent observer. (TAS: "Bem")
