The Twenty-Eighth Amendment to the United States Constitution was passed in order to ensure a balanced budget. It had a national-emergency clause which the President could invoke with the ratification of Congress which would allow for the budget to be bypassed. One provision of the Amendment, inserted by Gen-Xers and Wires, put an end to many social security and entitlement programs. This led to increased tension between the generations and protests for the repeal of the Twenty-Eighth Amendment by older citizens.
